This virtual control system is like a digital photo frame with a touchscreen layer that allows you to control several things in your house, including lights, TV and others:

Why a digital photo frame? Because the people from Savant will send a photographer to take pics of your house and install the whole system, allowing you to view on the touchpanel control the state of things on your room with those pictures taken previously.
As I commented on the source’s post, for rich people who can afford a system like that (and have a house that needs something like that), I don’t really understand why not just go on full tech, install security cams, and use a touchscreen tablet to have full control and receive real live footage…
